National Toll Administration
The National Toll Administration is a specialized unit at the Road Infrastructure Agency established in connection with the forthcoming implementation of electronic system for collection of road charges on distance travelled basis for vehicles with total technically permissible maximum mass over 3,5 tons (toll) and on time basis for light vehicles with total technically permissible maximum mass up to or equal to 3,5 tons (electronic vignette).
The National Toll Administration has several functions mainly connected with operation and maintenance of the electronic system, performance of control and collection of road charges.
Professor Oleg Asenov is appointed as Director of the National Toll Administration at the Road Infrastructure Agency. The specialized unit has been engaged in the collection of electronic road charges since January 1, 2019.
Professor Oleg Asenov is the former head of the Information Systems and Infrastructure Management Department and was previously an expert in the team on the implementation of the electronic road charge collection system.
Since 2011, he has been a lecturer at the St. Cyril and St. Methodius University of Veliko Tarnovo where he was awarded the title Professor of Informatics, Computer Systems and Technologies in 2016. From 2017, he has been appointed as Director of the Institute of Perspective Scientific Research Studies at the University of Veliko Tarnovo. The purpose of the Institute is to transfer knowledge and applied scientific research to the state administration, the industry and non-profit organizations.
Professor Asenov leads the lectures for students and PhD students in Computer Networks/Neural Networks.
His dissertation for the academic rank of Doctor in Communication and Computer Engineering that he received in the Technical University of Sofia in 2002 was on the subject “Mass Service Systems” and included intelligent transport systems such as the toll system.
From 1994 to 2005, prof. Asenov was a lecturer at the Technical University of Gabrovo, where he got his degree in Automation and Computing in 1990.
Professor Asenov is a member of the Union of Automation and Informatics, the Union of Scientists in Bulgaria, the Chamber of Engineers in the Investment Design, as well as of the European Design Chamber of Building Automation Engineers. He is a HIPPA – CHRA Associated Risk Assessment Auditor.
He speaks English and Russian.
