What is the order to refund overdrawn amounts when purchasing of an e-vignette

Users who have paid several times for an electronic vignette for the same registration plate with the same validity period shall submit an application in a form, indicating the circumstances for the unduly paid fees under Art. 10 of the Roads Act, incl. for two or more electronic vignettes.

The following information shall be attached to the application:

  • A copy of the registration certificate of the vehicle
  • A copy of documents certifying the payment of a vignette fee /in case of card payment – a bank statement, which reflects the transaction and information about the first four and last four digits of the card with which the payment was made; in case of bank payment – a copy of the payment order/
  • A copy of a notarized power of attorney if necessary

    The request will be reviewed and if there are grounds the amount will be refunded within 30 days upon receipt. The user shall also specify a bank account to which the amount is to be transferred.

    An application form for reimbursement of unduly paid fees under Art. 10 of the Roads Act

    The following is the full procedure approved by a decision of the Management Board of the RIA:

    1. Subject of the current procedure

    The present procedure determines an order for reimbursement of amounts from the National Toll Administration for unduly paid amounts under Art. 10 of the Roads Act /RA/, incl. in case of two or more times payment of vignette fees. Refunds of amounts are allowed in the following cases:

  1. If there are two or more times payment of a fee under Art. 10 of the Roads Act for the same vehicle with registered the same registration plates, country of registration and emission class (the emission class refers to vignettes for vehicles of Category 1 and 2), with the same validity period;
  2. In case that a fee under Art. 10 of the Roads Act is paid, but no e-vignette is activated in the Electronic Toll Collection System under Art. 10, para. 1 of the Roads Act.

2. Sources for purchase and payment of fees under Article 10 of the Roads Act

Payment of a fee under Art. 10 of the Roads Act can be done by using of one of the following sales channels:

2.1 National Toll Administration (NTA);

2.2 National e-charging service provider (NSP) and its affiliate network.

Refund of amounts for vignette fees paid two or more times is allowed, both through their purchase via the same sales channel and also in case of their purchase through different sales channels.

3. Procedure for review of submitted applications for reimbursement of a vignette fee paid two or more times under item 1.1 hereof;

Refund of amounts unduly paid under Art. 10 of the Roads Act, according to item 1.1 of this procedure, is admissible for an owner or an authorized user of a vehicle in the following cases:

3.1 In case of declared identical data about registration plates, category, country of registration and emission class (the emission class refers to vignettes for vehicles of Category 1 and 2), as well as with the same validity period;

3.2 The difference in the validity periods between the paid vignette fees is not more than 24 /twenty-four/ hours in case that both vignette fees are paid in cash or by card payment;

3.3 The difference in the validity periods between the paid vignette fees is up to 3 /three/ working days in case that the first payment is made by bank transfer.

In case of two or more purchased e-vignettes for the same registration plate, category, country of registration and emission class, when the period of one vignette falls into the period of the other – the amount of the purchased vignette for the shorter period is refunded.

The right to file of an application for reimbursement of an unduly paid fee under Art. 10 of the Roads Act under item 1.1 of this procedure has the owner or an authorized user of the vehicle.

The application shall be submitted as per a standard form and may be submitted personally or by an authorized person, by submitting it to the office management of the Road Infrastructure Agency /RIA/, to the office management of the Regional Road Administration /RRA/ or by e-mail: info@bgtoll.bg.

3.4 Required documents during submittal of an application:

3.4.1 Data about the registration plate of the vehicle;

3.4.2 Data about the registration certificate of the vehicle;

3.4.3 A copy of documents certifying payment of the vignette fee;

3.4.4 Bank account number and account holder specified by the applicant to which the amount shall be reimbursed;

3.4.5 A copy of a notarized power of attorney if necessary;

3.4.6 E-mail/contact phone.

4. Procedure for review of submitted applications for reimbursement of unduly paid fee under Art. 10 of the Roads Act under item 1.2 hereof:

4.1. Reimbursement of amounts as per unissued e-vignettes is allowed in the following cases:

4.1.1 Upon payment by bank transfer, which cannot be processed automatically or manually, and upon which the e-vignette is not activated in the Electronic toll collection system under Art. 10, para. 1 of the Roads Act:

4.1.2 In case of a contested transaction for purchased e-vignette, where the money has been deposited into the bank account of NTA, but the e-vignette in the Electronic toll collection system  under Art. 10, para. 1 of the Roads Act is not activated.

4.2. The owner of the vehicle or the authorized user of the vehicle has the right to submit an application for reimbursement of unduly paid fee under Article 10 of the Roads Act, under item 1.2 of this procedure. The application can be submitted personally or through an authorized person, by depositing it in the office of the RIA, in the office of the RRA or by e-mail: info@bgtoll.bg.

4.3. Required documents during submission of an application under item 4:

4.3.1 Data about the registration plate of the vehicle;

4.3.2 A copy of the registration certificate of the vehicle;

4.3.3 A copy of documents certifying payment of the vignette fee:

4.3.3.1 In case of payment by bank transfer – payment order;

4.3.3.2 In case of card payment – a bank statement showing the transaction and information about the first four digits and the last four digits of the card with which the payment was made;

4.3.4 Bank account number and account holder specified by the applicant to which the amount shall be reimbursed; When reimbursing of an amount upon a specified foreign currency account – information about the holder, the address of the holder, the name of the bank, the address of the bank, the type of currency of the bank account, shall be included;

4.3.5 A copy of a notarized power of attorney if necessary;

4.3.6 E-mail/contact phone.
